Safety Gear Compliance

At the recently held QSCA Committee of Management meeting the compliance of our competitors to the new Safety Gear that was introduced as of 1st July, 2008 was discussed.  The full detais of compliance can be found on Page 54 of the July 2008 Australian Speedway Racing Rules and Regulations or on www.nasr.com.au.  Also referred to is the lengthy news item placed on this website courtesy of SSA Inc and NASR Inc on Friday 3/10/08 in regards to some FAQ’s on the subject.

As of Saturday 11th October, 2008, competitors will NOT be allowed to compete without 100% of your safety gear meeting the new standards.  It is our recommendation that you check your gear carefully against the new regulation to ensure you comply.  This covers drivers and passengers in all Divisions.

Stewards are being directed to disqualify competitors from the nights racing if the required safety gear is not on hand for use.  If during the night a random check is made and the driver is found to be not compliant in this matter - the driver will be disqualified from taking any further part in the race meeting and any points scored earlier will be forfeited.  Drivers are responsible for ensuring that their passenger fully complies - if a passenger is found without the correct safety gear - the driver will be deemed responsible and the driver and passenger both will be disqualified from taking any further part in the race meeting and all points scored earlier will be forfeited.

At the race meeting being held at Maryborough on 11th October there will be a team working at the scrutineering area doing full gear checks.  You will be required to present your gear for checking and a form will be completed which you will sign as evidence of having your gear checked.  Copies of these forms can be made available to you in the futue for your records if you wish.

The above process of gear checking will take place at various venues as time and personnel permits, however, random checks can be carried out to ensure competitors are compliant at any time.

Officials Registrations

Over the weekend the QSCA Committee of Management met for their regular meeting.  Up for discussion was the need for Clubs to be able to offer their Volunteers the chance to be a registered official no matter what role they play on a race night.

Currently Stewards, Scrutineers, Lap Scorers and Pit Marshalls are required to become registered Officials but as we all are aware of there are a great number of other people who are required to help make the race night a success e.g. crash crew, fire crew, gate attendants, infield assistants, announcer, points tally, payout officer etc.

It has been decided to introduce a new classification of Official registration - Race Nigt Official - this registration is for all those volunteers who do not fall into the category of steward, scrutineer, lap scorer or pit marshall.  It is available for anyone who fulfills any role connected to the actual running of the racing.

Registration is via the normal method - person must be the holder of current Working with Children Blue Card and have Personal Accident Insurance which covers them for their speedway activity.  Complete the Officials Registration form (these will be updated in due course to reflect this change), attach a copy of the current Blue Card Positive Notice letter (that does not expire within 60 days) and provide evidence of being the holder of current Personal Accident insurance or application for same, Clubs to complete the recommendation to be signed by both President and Secretary and forward to the QSCA Licencing Office at P.O. Box 298, Gympie  4570.

If you have any queries on this matter please do not hesitate to contact us.

Statement by A Supplier Forms - Explanation

06/10/08…Pam Franz

Any competitor who does not use a registered Australian Business Number (ABN), whether registered for GST or not, is required to supply to any organisation/enterprise that they receive payment from - towmoney, prizemoney, appearance money - A STATEMENT BY A SUPPLIER form.  These forms are available on this website on the forms page.

The form is an Australian Tax Office (ATO) form and remains in force for 5 years from the date of supply.  This ensures that the organisation you compete for is meeting their ATO requirements.  Organisations have an obligation to comply with taxation laws and as such can not legally make payment to anyone without either the supply of a compliant Tax Invoice or a Statement By A Supplier form.

These forms are widely used by persons in all walks of lfe who are ‘paid’ for their efforts of supplying a service or goods to a business entity and are not a registered business entity themselves.  There are several options on the form and you must choose one to tick the appropriate box - the correct choice for speedway competitors is the first - ‘The supply is made to you in my capacity as an individual, and the supply is made in the course of an activity that is a private recreational pursuit or hobby.’
